Henry Cisneros, Founder & Chairman
In 1981, Mr. Cisneros became the first Hispanic-American mayor of a major U.S. city, San Antonio, Texas. He was subsequently elected to four terms. In 1992, President Clinton appointed Mr. Cisneros to be Secretary of the U.S. Department of Housing and Urban Development ("HUD"). After leaving HUD in 1997, Mr. Cisneros became President and COO of Univision Communications, the Spanish-language broadcaster which has become the fifth-most-watched television network in the nation. Mr. Cisneros currently serves on Univision's Board of Directors. He has served as President of the National League of Cities and as Deputy Chair of the Federal Reserve Bank of Dallas. He is currently a member of the Advisory Boards of the Bill and Melinda Gates Foundation and the Broad Foundation and was honored by the National Housing Conference as the "Housing Person of the Year". Mr. Cisneros sits on each of CityView's Investment Committees. He is a graduate of Texas A&M with a Masters from the Kennedy School at Harvard and a Doctorate from George Washington University.

Sean Burton, President
Sean has over 15 years experience in real estate and equity investments and has been with CityView since 2003. He manages Cityview’s platform and operations and chairs the investment committees for CityView’s two Blackstone funds and its Los Angeles Urban Fund. Prior to CityView, Sean was Vice President of Corporate Business Development and Strategy at Warner Bros. His other professional experience includes working at O'Melveny & Myers, LLP as an attorney in the real estate and corporate groups and serving in the White House during the Clinton Administration.'He is a graduate of University of California, Irvine and New York University School of Law.

David Martin, Chairman, Investment Committee
Mr. Martin serves as Chairman of the Investment Committee. In 1984, Mr. Martin founded The Martin Group (TMG Partners), where he served as Chairman & CEO. TMG is one of the most active developers in California, with a portfolio exceeding $3B. Mr. Martin also served as CEO of Burnham Pacific Properties (NYSE REIT), where he grew the Company into one of the largest owners of community shopping centers in the U.S. He also served as Vice Chairman of American Apartment Communities, a national multi-family firm which was merged into UDR (NYSE REIT). He served as International Chairman, President and CEO of the Young Presidents' Organization (YPO), a global association of business leaders with members in over 100 countries. In 1990, he was elected Entrepreneur of the Year by Ernst & Young and INC Magazine. He is a graduate of the University of North Alabama and the Harvard Business School's Leadership program.

Victor Miramontes, Vice Chairman
Mr. Miramontes is a co-founder of the firm who worked on the start-up and initial operations of the firm. He currently focuses on client services, serves on three of CityView's investment committees, and as Chairman of the Audit Committee. He has nearly a quarter century of experience in investment banking and real estate finance, including his position immediately prior to CityView as the Managing Director and CEO of the North American Development Bank. He is a graduate of Stanford University and the Stanford Law School.

Robin Batra, Vice President of Asset Management, Multifamily Operations
Robin is responsible for asset management oversight of multifamily properties in California, Colorado and Texas, including retail. With over 20 years of multifamily asset and property management experience in market rate, value add rehab, affordable and development, Robin joined the firm in 2013. Prior to joining CityView, Robin served as Regional Director of Asset Management with Pacific Urban Residential where she oversaw a multi-state portfolio. In addition, Robin’s experience includes serving as the President of Kettler Management in McLean, Virginia, where she grew the property management firm from 700 units to over 8,000 units, with a pipeline of an additional 4,000 units of Class A development. Robin attended Stephens College, with dual majors in Psychology and French.

Tony Cardoza, Managing Director, Bay Area Fund
Tony is responsible for CityView's development and investment activities in the nine counties that comprise the metropolitan Bay Area. Previously, he ran the investment group for Real Estate Capital Partners in the Western U.S., which developed and acquired over 3,700 multi-family units in joint venture partnerships during his tenure. Prior to that he worked for Prometheus Real Estate Group in a land and multi-family acquisitions role on the West Coast. Tony has 15 years experience in real estate investment and management. Tony has a Bachelor of Arts degree in economics from Middlebury College and a Masters of Business Administration from the Haas School of Business at UC Berkeley.

Teresa Cisneros Burton, Senior Compliance Advisor
Teresa advises CityView on regulatory compliance and insurance matters. Previously, she served as a Deputy City Attorney for the City and County of San Francisco and for the Los Angeles City Attorney’s Office. In addition to her work in private practice as an associate with Rutter, Hobbs and Davidoff LLC, Teresa has also served as the local President of a charter school management organization. Teresa continues to actively engage in public and non-profit services as a volunteer mediator for the City Attorney’s Office and on the board of directors for two non-profit organizations: the Los Angeles Conservation Corps and the Los Angeles Education Corps. Ms. Burton holds a J.D. from New York University School of Law and a B.A. from Yale College.

Matthew Falley, Senior Vice President, General Counsel and Chief Compliance Officer
Matt oversees and directs the company's legal affairs. Matt was previously a partner at Greenberg Glusker Fields Claman & Machtinger LLP, where he represented many clients in the real estate industry, including CityView. Matt is a graduate of University of California, Santa Barbara and University of California, Berkeley School of Law (Boalt Hall), where he was a member of "California Law Review" and Order of the Coif.

Damian Gancman, Senior Vice President,
Financial Operations

Damian is tasked with managing the finance, accounting and reporting processes for the company and coordinating the functions with CityView's Fund Managers. He is a member of the Investment Committee for CityView’s existing funds. Prior to joining CityView in 2005, Damian was at PricewaterhouseCoopers in Los Angeles. He holds a Masters in Real Estate Development from USC and a dual Bachelor’s Degree in Business Administration and Psychology from UC Berkeley.

Jennifer Halvas, Vice President and Associate
General Counsel

Jennifer manages the legal aspects of all project-related matters, including acquisition, development, management and disposition. She was previously a counsel at O'Melveny & Myers LLP, where she represented a variety of clients in real estate, project development and finance transactions. Jennifer graduated with honors from the University of Southern California and Vanderbilt Law School.

Con Howe, Managing Director, CityView Los Angeles Fund
Con leads CityView’s partnerships to finance, assemble, and entitle land for development in the Greater Los Angeles area. Con has over 30 years of experience in planning and entitlements, having served as Director of Planning for the City of Los Angeles for 13 years. Prior to that, he was Executive Director of the New York City Planning Department. He holds degrees from MIT and Yale University.

Ingrid Koopman, Manager, Investor Services and Administration
Ingrid is responsible for CityView’s human resources, office administration, and investor relations. Previously, she was the Office Manager at The Martin Group, a real estate development firm, and at M2 Automotive, an automotive repair consolidator. Ingrid graduated cum laude from California State University, Northridge with a Bachelor of Arts degree in English.

H. Michael Schwartzman, Vice President of Development
Michael oversees southern California ground-up development opportunities. With 26-years of experience in the real estate industry covering multiple disciplines and product types, he has completed mixed-use, office, retail and residential projects, including for rent and for sale formats. His diversified background includes real estate banking, brokerage, design, entitlement and construction. Michael is a licensed architect in the State of Maryland. He holds a Bachelor and a Master of Architecture from Tulane University and a Master of Science in Real Estate Finance from Johns Hopkins University.

Lee Wagman, Senior Advisor
Lee is a Senior Advisor to CityView and a long time leader in the real estate business. Prior to joining CityView, Lee was CEO of TrizecHahn Centers, one of the world’s largest owners of retail and mixed-use properties. Lee has served as a member of the Board of Trustees of the International Council of Shopping Centers. He is an honors graduate of the University of Pennsylvania, its Wharton School and its Law School.
